  • Proposed Amendment to Round 3 Restoration Plan for Housatonic River Watershed Restoration Program Land Protection and Habitat Conservation Projects:  The Massachusetts SubCouncil of the Housatonic River Natural Resource Trustees (MA SubCouncil), comprised of the Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs and the U.S. Fish and Wildlife Service, propose an Amendment to the May 7, 2013, Final Round 3 Restoration Plan and Supplemental Environmental Assessment for Land Protection and Habitat Conservation (Round 3 RP/SEA). The Round 3 RP/SEA presents the third round of a compensatory restoration program to restore, rehabilitate, replace, and/or acquire the equivalent of injured natural resources and/or the services provided by those resources and provides a means to disburse approximately $2 million for the implementation of Land Protection and Habitat Conservation projects through two subrounds of funding as part of the General Electric/Housatonic River Natural Resource Damage Assessment and Restoration case.  The MA SubCouncil awarded $1,147,000 in the first subround of funding for Round 3 projects.

    The proposed Amendment to the Round 3 RP/SEA recommends allocating up to $500,000 in additional funds to supplement the remaining funds available for the second subround of Round 3 projects.  Hardcopies of the proposed Amendment are available at the Lenox Library and other public libraries in the Housatonic River watershed in Massachusetts.

    The MA SubCouncil will host a public meeting to provide an overview of the proposed Amendment to the Round 3 RP/SEA and solicit comments.  The public meeting will take place on Thursday, October 27, 2016, at 5:30 PM at:

  • Grant Announcement and Application for Second Subround of Round 3 Land Acquisition Projects released on October 7, 2015: The Massachusetts Department of Environmental Protection (MassDEP) Natural Resource Damages (NRD) Program, as Lead Administrative Trustee for the Massachusetts SubCouncil (MA SubCouncil) of the Housatonic River Trustee Council for the GE/Housatonic NRD settlement, announces the October 7, 2015, release of the Grant Announcement and Application (Doc.   • Announcement of Second Subround of Round 3 Restoration Project Funding:  On May 7, 2013, Massachusetts SubCouncil of the Housatonic River Natural Resource Trustees (MA SubCouncil), approved the Final Round 3 Restoration Plan and Supplemental Environmental Assessment (RP/SEA) for Land Protection and Habitat Conservation. In Round 3, a total of $2 million is available for land acquisition projects to conserve habitat within the Massachusetts portion of the Housatonic River watershed.  Proposals submitted under the first subround of Round 3 funding are currently under review by the MA SubCouncil.

    The MA SubCouncil anticipates releasing a Grant Announcement and Application (GAA) for a second subround of Round 3 funding later this year (see Press Release).  The GAA will solicit proposals for projects providing compensatory restoration through land acquisition and/or land protection measures.  The MA SubCouncil will host a public meeting to provide an overview of the anticipated funding, timeline, and approach for soliciting, evaluating, and selecting the second subround of Round 3 projects.  The public meeting will take place on Thursday, September 17, 2015, at 5:30 PM at the Lenox Library, Sedgwick Reading Room, 18 Main Street, Lenox, MA 01240.

  • Posting of Grant Announcement and Application Anticipated on March 28, 2014: The MassDEP NRD Program, as Lead Administrative Trustee for the Massachusetts SubCouncil of the Housatonic River Trustee Council for the GE/Housatonic NRD settlement, seeks Grant Applications for land acquisition projects to conserve habitat in the Housatonic River Watershed as described in the Final Round 3 Restoration Plan and Supplemental Environmental Assessment (http://www.ma-housatonicrestoration.org/library/documents/FinalRound3_RP-SEA_20130507.pdf).  Proposed restoration projects must be located in the Massachusetts portion of the Housatonic River watershed.  The Grant Announcement is open to all public and private entities, including but not limited to: private individuals, local, county, state, federal and tribal governments, academic institutions, non-profit organizations, consulting firms, and businesses.  The estimated value of the grant contract award is $2,000,000.  Multiple grants may be awarded.  The duration of the grant is two (2) years, with two additional one-year renewal options for a maximum grant contract period of four (4) years.  Details regarding project eligibility and instructions for submitting a grant application will be provided in the Grant Announcement and Application package.  COMPLETED APPLICATIONS MUST BE SUBMITTED TO MassDEP BY 4:30PM ON TUESDAY, SEPTEMBER 30, 2014

  • Round 2 Habitat Restoration Update: Draft Restoration Plan/Supplemental Environmental Assessment PowerPoint Presentation (08/20/10) - On August 2, 2010, the MA SubCouncil presented the Round 2 Draft Restoration Plan and SUpplemental Environmental Assessment at a public meeting in Lenox, MA. The Meeting Minutes and an Attendance sheet are also available for review. Please note that the deadline for submitting public comments on the Draft RP/SEA will end at 5:00pm on August 23, 2010. Following the 30-day public comment period, the Final RP/SEA will be developed and presented to the EEA and USFWS for approval.

  • Round 2 Habitat Restoration Update (09/21/09) Proposals have now been reviewed independently by state and federal reviewers and consensus-based review has been performed by the review teams. The MA SubCouncil is currently in the process of selecting a list of preferred alternatives to be considered for funding. After the preferred alternatives are selected, the selected projects will be included in a Draft Restoration Plan/Supplemental Environmental Assessment (RP/SEA). The Draft RP/SEA will be available for review and public comment. A public meeting will also be held to present the Draft RP/SEA.  It is anticipated that the Draft RP/SEA will be available in January 2010. An announcement regarding the results of the initial Threshold Criteria Evaluation will be posted on this website in the near future.

  • Round 2 Habitat Restoration Update The MA SubCouncil received 15 proposals requesting nearly $4.5 million in funding.  Proposals may be viewed here.  Proposals were first evaluated by the MA SubCouncil to verify they meet the minimum requirements for consideration as restoration projects (Threshold Criteria Evaluation).  Results of the Threshold Criteria Evaluation will be posted to this website after July 6, 2009. 

    As of June 26, 2009, proposals were nearing completion of Independent Evaluation by state and federal reviewers.  Proposals will then commence Consensus-Based Evaluation by state/federal review teams which is anticipated to be complete by the end of July 2009.  For an overview of the proposal evaluation procedure, please see the Final Restoration Project Selection Procedure.

  • The MA SubCouncil would like to announce that the Round 2 Request for Response (RFR) deadline for habitat restoration proposals has been extended until May 7, 2009.
